Do you need a visa?

Yes. The process has three steps:

  1. The employer applies for the work permit (aviz de muncă) at the IGI. For highly qualified jobs there is the EU Blue Card, with a salary of at least Romania's average gross salary.
  2. With the permit, you apply for the long-stay work visa at the Romanian consulate.
  3. After entering, you apply for the single permit or Blue Card at the IGI office of your county, at least 30 days before the visa expires.

Documents and where to get them

In your country, before you leave

  • Passport, valid for the whole move; the visa is issued in the passport.
  • Birth certificate (and marriage certificate, if married). Usually with an apostille (or legalisation) and a certified translation; check with the embassy.
  • Criminal record certificate from your country of nationality and, if different, from where you lived recently: visa applications often require it. Request it close to the date it will be used.
  • Degree, transcript and references from previous jobs, digitally, with certified translations if the visa asks for them.

In Romania

  • Lease registered with the tax office by the landlord: needed for the IGI registration.
  • CNP (personal numeric code): on the registration certificate or residence permit; banks and employers ask for it.
  • Public health insurance (CNAS): the employer deducts contributions and registers you.

Step by step

Before you leave

  1. Sign the contract and confirm in writing the gross annual salary (in lei or euros), the start date and the relocation support. The plan estimates the net in euros.
  2. Wait for the work permit and apply for the long-stay visa.
  3. Find a flat with a lease the landlord agrees to register.
  4. In your country, tell the authorities you are moving: update your registered address and your tax residence. In the year you leave, tax may be due for the part of the year you were still resident.

First week

  1. Open a bank account.
  2. Book the single permit or Blue Card application at the IGI.

First month

  1. Register with a family doctor using your health card.
  2. Check the contributions and income tax on your payslip.
