US Market Access operates in a complex and dynamic policy environment that presents significant business risks and opportunities. The volume and pace of policy change – including federal rulemaking, state legislation, and 340B developments – have accelerated in the last several years, creating considerable complexity for understanding the myriad impacts to patients, customers, and our business.
The Market Access Policy Implementation & Analytics team is responsible for analyzing the impact of market access policy changes for the US BBU and implementing those policy changes into our US Market Access operations, increasing our ability to respond quickly and consistently to policy developments. The team also represents US Market Access and BBU internally to AZ teams working on external policy advocacy, and delivers actionable landscape analyses to inform advocacy priorities, forecasts, and business planning. The team has accountability for 340B program integrity, strengthening integrity and transparency by tightening contract pharmacy controls, advancing data-driven monitoring and payer scrubbing, and accomplishing policy solutions that reduce diversion, duplicate discounts, and compliance risk.

The Manager, Market Access Policy Implementation contributes across the team’s scope of responsibility, with a primary focus on policy implementation and external advocacy. The role partners closely with teams across US Market Access and beyond, including Corporate Affairs, Access Strategy, Finance, Global, Legal, Compliance, and other business units.
This role reports to the Senior Director, Market Access Policy Implementation & Analytics.
Main Duties and Responsibilities
Manage cross-functional workstreams to operationalize new policies within US Market Access, including MFN, CMS rulemaking, and PBM reform, through to business-as-usual handoff
Translate regulatory requirements into operational plans and standard operating procedures, partnering with business owners across US Market Access
Prepare analyses of policy events that highlight key implications to US Market Access/BBU and inform leadership decision making
Support AstraZeneca's external policy advocacy efforts by ensuring the perspectives of US Market Access and the BBU are represented in policy positions and collaborator engagement activities
Prepare briefing materials for senior leaders to gain alignment on policy positions and recommendations
Essential Requirements
Bachelor's Degree
3+ years of pharmaceutical or related healthcare business experience
Demonstrated understanding of market access and healthcare delivery
Experience analyzing and interpreting federal or state healthcare policies and assessing implications for pharmaceutical market access
Experience managing cross-functional projects and workstreams
Demonstrated proficiency using AI tools to synthesize information, generate insights, and produce high-quality business deliverables
Strong written and verbal communication skills, including preparation of leadership presentations, briefing materials, and recommendations
Desirable Requirements, Skills and Capabilities
Advanced degree in a relevant field (MPH, MPP, JD, MBA, PharmD, PhD, or similar)
Extensive knowledge of US federal and state health policy, including IRA, MFN, 340B, Medicare, Medicaid, PBM reform, and PDABs
Experience supporting external policy advocacy, developing policy positions, and coordinating input across policy and business collaborators
Experience in health policy consulting, market access consulting, or policy implementation within the pharmaceutical or healthcare industry
